Uses manually, this glass vessel could be thrown to the base of a fire to put it out. After throwing, the glass would shatter on impact and dispersing the liquid inside. These interesting extinguishers were typically filled with plain water or carbon tetrachloride.
This piece in particular has a red finish on the outside of the glass. The red finish has wear due to vintage age.

The top metal base shows a metal hook to hang the piece from. The rest of the glass is framed with a metal base all around the sides, top and bottom.
